we use it, if it's the one that means contrary and mischievious. I tell our cats they are, and a dog or two of those we have. I used to hear it all the time from older relatives. Maybe it's a hillbilly/rural/ backwoods word? Farmers would describe some cows as "extra on5" if they were unruly - situations like that. :)
