they are coming home and being told at the border thay can't make any stops -- go straight home and stay there, no further than their backyard - no stops at a grocery store - find a family member or an agency to do your grocery shopping for you -- 2 week mandatory isolation. Speaking as an American who visited Canada the first week in March, (passing through Seattle) I'd say that there has been a gradually increasing awareness, almost like shock or grief, that has come through the entire continent. While we were at Whistler, the staff were doing things that would have been unthinkable in Seattle. When we drove home, we noticed Central Washington towns under lockdown. They had been open a week before. Two days after we left Whistler the ski area switched to take-out only, and related groups on gondolas. Two days later Whistler closed completely and we found out that we shared a dining room--twice--with some women from Hong Kong who tested positive when they got home.

I was in Wuhan till the first week in November, just before all this hit there. But I was in contact with my friends and colleagues, and recognized that in the modern world, it probably couldn't be contained. I switched to one layer quilting cotton and one layer of flannel and haven't had an issue. also was fine with 3 layers, just4 was too much, because with the pleats it's like you're sewing through 8 (or something)
